| I found out that the cause for my problem was an improperly adjusted base idle. The system works by a base idle that allows a certain amount of air to bypass the throttle bodies by adjusting a "base idle screw" on the drivers side of the plenum near the fire wall. Then the air idle controller etc. makes additional adjustments to fine tune the idle. On mine the base idle was off so far that the computer controlled idle system couldn't compensate enough. If the base idle is adjusted too low it will give systems like yours. If it's too high you'll just have a very high idle all the time.
